芦屋市は、ごみステーションに捨てた資源ごみの持ち去りを防ぐため、無断収集に対し、２０万円以下の罰金を設ける方針を決め、関連する条例の改正案を開会中の１２月議会に提出した。同市によると、同様の罰則を設けているのは、県内では篠山市のみで、来年４月の施行を目指す。【浜名晋一】
改正案では資源ごみについて、「紙類、缶、瓶、その他」
と規定しているが、実際に想定しているのは被害が集中しているアルミニウム缶。
芦屋市と、同市の住民自治会やマンション管理組合は、定期的に缶を収集し、廃品回収業者に売却している。しかし、無断で持ち去られた結果、市の分だけで、０８年度４０９万円、単価が下落した０９年度でも１６１万円の被害が出た。
これに対して、市民からは「分別 Perfect World rmt
してごみを出したのに、勝手に持って行かれた」といった苦情が寄せられた。また、ごみステーションから無断で缶を収集し、トラックで運ぶ様子が目撃されていることから、市は業者が組織的に行っていると判断。抑止効果を持たせるために、罰則を設けることを決めた。
市都市環境部によると、職員が３人１組でパトロールを実施。無断収集や運搬を確認し sun rmt
